Heat the oil in a large pot over medium heat. Add the chopped onions and sauté until they are translucent.
Add the minced garlic and cubes of beef to the pot. Cook until the beef is browned on all sides.
Stir in the paprika, caraway seeds, and bay leaf. Cook for about 2 minutes, until the spices are fragrant.
Add the chopped tomatoes and sliced bell peppers to the pot, stirring well to combine.
Pour in the beef broth and bring the mixture to a simmer. Reduce the heat to low and cover the pot. Let it cook for about 1.5 to 2 hours, or until the beef is tender.
Season with salt and pepper to taste, and remove the bay leaf before serving.
Serve the goulash hot, garnished with chopped fresh parsley.
